Understanding HTS Code Structure

HTS codes are 10-digit numbers organized hierarchically:

  • Digits 1-2: Chapter (broad category, e.g., “84” = machinery)
  • Digits 3-4: Heading (product group)
  • Digits 5-6: Subheading (more specific)
  • Digits 7-8: U.S. tariff classification
  • Digits 9-10: Statistical suffix

Example: 8471.30.01.00
– 84 = Machinery and mechanical appliances
– 8471 = Automatic data processing machines
– 8471.30 = Portable digital automatic data processing machines
– 8471.30.01 = Weighing not more than 10 kg
– .00 = Statistical suffix

Trade Agreements & Preferential Duty Rates

Imports from certain countries may qualify for reduced or eliminated duties under trade agreements:

  • USMCA (United States-Mexico-Canada Agreement): Many products duty-free with certificate of origin
  • CAFTA-DR: Central America and Dominican Republic
  • Singapore, Australia, Chile, Peru, Colombia: Bilateral FTAs with duty reductions
  • Generalized System of Preferences (GSP): Duty-free treatment for developing countries (currently suspended, check status)
