SAM.gov Registration Requirements

To register in the System for Award Management (SAM), you’ll need:

  • DUNS Number / Unique Entity ID (UEI)
  • Tax ID Number (EIN)
  • Banking information (for electronic funds transfer)
  • Company’s legal business name and DBA (if different)
  • Physical address and mailing address
  • NAICS codes (primary and all applicable secondary codes)
  • Business type and ownership information
  • Points of contact (both administrative and electronic business)
  • Certifications and representations (extensive questionnaire)

DCAA Accounting System Requirements

Defense Contract Audit Agency (DCAA) requires specific accounting practices:

  • Timekeeping: Daily time records, approved by supervisor, segregating direct/indirect time
  • Job Costing: Ability to track costs by contract, task order, and CLIN
  • Indirect Rate Structure: Properly segregated pools (fringe, overhead, G&A, etc.)
  • Chart of Accounts: Sufficient detail to support government audits
  • Labor Distribution: Systematic method for charging labor to contracts
  • Unallowable Costs: System to identify and segregate unallowable costs

Facility Security Clearance (FCL)

Required if your contract will involve access to classified information:

  1. Submit SF-328 (Certificate Pertaining to Foreign Interests)
  2. Identify Facility Security Officer (FSO) – must obtain personnel clearance
  3. Defense Counterintelligence and Security Agency (DCSA) reviews application
  4. Site survey conducted
  5. FCL granted (or denied)
